My understanding of bumping is that it can never be considered an exploit, unless you use it to do something that otherwise cannot be done, or is not supposed to be able to be done. I believe at one point you could bump pods through PoS forcefield...

Beware the overview kill rights bug though, you cannot attack someone with kill rights on you in a high sec area - BUT about 20-25% of the time, by my experience, when they warp in on you, they will be flashing as if you have killrights on them......
